Hilal said, "I was with Ali bin Abu Talib when the Messenger of Allah ﷺ appointed him as governor over Yemen."When Ali came back to the Prophet ﷺ, Ali said, "I came to the Messenger of Allah ﷺ, and he asked me, 'How did you enter ihram?'"I replied, "I entered ihram in the same way you did."He said, "I have brought the sacrificial animal and have combined hajj and umrah."The Messenger of Allah ﷺ then said to his companions, "If I could begin my affair anew with what I now know, I would have done as you have done. But I brought the sacrificial animal and combined hajj and umrah."

كنت مع علي بن أبي طالب حين أمره رسول الله ﷺ على اليمن فلما قدم على النبي ﷺ قال علي فأتيت رسول الله ﷺ فقال لي رسول الله ﷺ كيف صنعت قلت أهللت بإهلالك قال فإني سقت الهدي وقرنت قال وقال ﷺ لأصحابه لو استقبلت من أمري ما استدبرت لفعلت كما فعلتم ولكني سقت الهدي وقرنت
[Its chain of transmission is daif] Abu Dawud narrated it in the Book of Rites, chapter on combining Hajj and Umrah, hadith 1797, from Yahya bin Main, with the same wording. It also appears in al-Kubra, hadith 3705.Abu Ishaq narrated with "an" (an ambiguous formula), as noted previously at hadith 96. The basic hadith has many corroborating reports.Yunus is the son of Abu Ishaq, and Hajjaj is the son of Muhammad.
