Abdullah bin Abbas reported,

Regarding Allah's statement , "And upon those who are able to fast, a ransom of feeding a poor person" [Baqarah 2:184], the phrase "those who are able to fast" means those who are burdened by it, and the ransom is feeding a single poor person. "And whoever volunteers good" [Baqarah 2:184] means feeding another poor person, and this verse is not abrogated. "It is better for him. And that you fast is better for you" [Baqarah 2:184]. This concession is granted only to one who cannot bear fasting or to someone with an incurable illness.

في قوله عز وجل {وعلى الذين يطيقونه فدية طعام مسكين} يطيقونه يكلفونه فدية طعام مسكين واحد {فمن تطوع خيرا} طعام مسكين آخر ليست بمنسوخة {فهو خير له وأن تصوموا خير لكم} لا يرخص في هذا إلا للذي لا يطيق الصيام أو مريض لا يشفى
