Marwan bin Hakam addressed the people and spoke of Makkah, its inhabitants, and its sanctity, but he did not mention Madinah, its inhabitants, or its sanctity.Rafi bin Khadij called out to him and said, "Why is it that I hear you mentioning Makkah, its inhabitants, and its sanctity, yet you do not mention Madinah, its inhabitants, and its sanctity, when the Messenger of Allah ﷺ declared the area between its two lava fields a sanctuary? We have this recorded on a piece of Khawlani leather. If you wish, I will read it to you."Marwan fell silent, then said, "I have indeed heard something of that."
و حدثنا عبد الله بن مسلمة بن قعنب حدثنا سليمان بن بلال عن عتبة بن مسلم
أن مروان بن الحكم خطب الناس فذكر مكة وأهلها وحرمتها ولم يذكر المدينة وأهلها وحرمتها فناداه رافع بن خديج فقال ما لي أسمعك ذكرت مكة وأهلها وحرمتها ولم تذكر المدينة وأهلها وحرمتها وقد حرم رسول الله ﷺ ما بين لابتيها وذلك عندنا في أديم خولاني إن شئت أقرأتكه قال فسكت مروان ثم قال قد سمعت بعض ذلك
