Zuhri reported,

With this chain of narration, Zuhri said that breaking the fast was the later of the two practices, and what is taken from the conduct of the Messenger of Allah ﷺ is the latest, then the latest. Zuhri said that the Messenger of Allah ﷺ arrived at Mecca in the morning after thirteen nights of Ramadan had passed.

عن الزهري

بهذا الإسناد قال الزهري وكان الفطر آخر الأمرين وإنما يؤخذ من أمر رسول الله ﷺ بالآخر فالآخر قال الزهري فصبح رسول الله ﷺ مكة لثلاث عشرة ليلة خلت من رمضان
