Nafi bin Abdul-Harith met Umar at Usfan. Umar had appointed him as governor over Mecca, so he asked him, "Whom have you appointed over the people of the valley?"Nafi replied, "Ibn Abza."Umar asked, "And who is Ibn Abza?"He answered, "One of our freed slaves."Umar said, "You have left a freed slave in charge of them?"He replied, "He is a reciter of the Book of Allah and is knowledgeable in the laws of inheritance."Umar said, "As for that, your Prophet ﷺ has said, 'Indeed, Allah raises some peoples by this Book and lowers others by it.'"
Muslim reported the hadith of Zuhri, from Abu Tufayl, from Umar, that the Prophet, peace and blessings be upon him and his family, said, "Allah raises up peoples by means of the Quran." Habib contradicted him, narrating it from Abu Tufayl, from Umar, as his own statement.
