I heard Ayesha, the wife of the Prophet ﷺ, being asked about a person in ihram, whether he may scratch his body.She replied, "Yes, let him scratch, and let him do it vigorously. Even if my hands were tied and I had nothing but my feet, I would scratch."

سمعت عائشة زوج النبي ﷺ تسأل عن المحرم أيحك جسده فقالت نعم فليحككه وليشدد ولو ربطت يداي ولم أجد إلا رجلي لحككت
