He asked Ibn Shihab on what basis Umar bin Khattab used to take a tenth from the Nabateans. Ibn Shihab replied that this had been taken from them in the days of ignorance, so Umar held them to it.

أنه سأل ابن شهاب على أي وجه كان يأخذ عمر بن الخطاب من النبط العشر فقال ابن شهاب كان ذلك يؤخذ منهم في الجاهلية فألزمهم ذلك عمر
