Umar bin Abdul-Aziz reported,

It used to be said that Allah does not punish the general body of people for the sin of a few, but when wrongdoing is committed openly, they all become deserving of punishment.

و حدثني مالك عن إسمعيل بن أبي حكيم أنه

سمع عمر بن عبد العزيز يقول

كان يقال إن الله تبارك وتعالى لا يعذب العامة بذنب الخاصة ولكن إذا عمل المنكر جهارا استحقوا العقوبة كلهم
