Rabia bin Abdul-Rahman reported,

A man from Iraq came to Umar bin Khattab and said, "I have come to you about a matter that has neither head nor tail."Umar asked, "What is it?"He said, "False testimonies have appeared in our land."Umar said, "Has it really come to that?""Yes," the man replied.Umar said, "By Allah, no man in Islam shall be held except on the testimony of upright witnesses."

عن ربيعة بن أبي عبد الرحمن أنه قال

قدم على عمر بن الخطاب رجل من أهل العراق فقال لقد جئتك لأمر ما له رأس ولا ذنب فقال عمر ما هو قال شهادات الزور ظهرت بأرضنا فقال عمر أو قد كان ذلك قال نعم فقال عمر والله لا يؤسر رجل في الإسلام بغير العدول
