Ali bin Abu Talib reported,

When the verse "And to Allah is owed from the people the pilgrimage to the House, for whoever is able to find a way" [Aal Imran 3:97] was revealed, they asked, "Messenger of Allah, is the pilgrimage required every year?"He remained silent.Then they asked again, "Is it every year?"He replied, "No. Had I said yes, it would have become obligatory."Then the verse was revealed, "You who believe, do not ask about things which, if shown to you, would distress you" [Maidah 5:101].

عن علي قال

لما نزلت {ولله على الناس حج البيت من استطاع إليه سبيلا} قالوا يا رسول الله الحج في كل عام فسكت ثم قالوا أفي كل عام فقال لا ولو قلت نعم لوجبت فنزلت {يا أيها الذين آمنوا لا تسألوا عن أشياء إن تبد لكم تسؤكم}
