The Messenger of Allah ﷺ said, "A people will emerge in the last days, or among this nation, who recite the Quran but it does not pass beyond their collarbones," or "their throats. Their distinguishing mark is shaving the head. When you see them, or when you encounter them, kill them."

قال رسول الله ﷺ يخرج قوم في آخر الزمان أو في هذه الأمة يقرءون القرآن لا يجاوز تراقيهم أو حلوقهم سيماهم التحليق إذا رأيتموهم أو إذا لقيتموهم فاقتلوهم
Reported by Abu Dawud in the Book of Sunnah, chapter on fighting the Khawarij, no. 4766, from the hadith of Abdul-Razzaq, with different wordings. Hakim graded it sahih, as did Dhahabi.Qatada is well known for tadlis (third rank in the categories of those who practice tadlis) and he narrated with an ambiguous form of transmission, but the hadith of Bukhari, no. 7562, suffices in its place.
