Sourcing, hasan. Tabarani reported it in Al-Kabir 4/251, hadith 4295, from the hadith of Abu Yaman Hakam bin Nafi, from Ismail bin Ayyash, with this wording. Ismail was mentioned before, in volumes 75 and 595. The preserved version is what Ibrahim bin Saad narrated from Ibn Ishaq, who said, Asim bin Umar bin Qatada Ansari narrated to me, from Mahmud bin Labeed, with this wording, without mentioning Rafi bin Khadij. Ibn Khuzayma graded it sahih, hadith 1200, through another route from Ibn Ishaq, with this wording. This instruction is for recommendation, refer to Sunan Abu Dawud, hadith 1301, and elsewhere.
