The Prophet ﷺ said, "When Allah decreed the creation, He wrote in a book kept with Him, 'My mercy has overcome,' or He said, 'has preceded My wrath.' It is with Him above the Throne."
و قال لي خليفة بن خياط حدثنا معتمر سمعت أبي عن قتادة عن أبي رافع
عن النبي ﷺ قال لما قضى الله الخلق كتب كتابا عنده غلبت أو قال سبقت رحمتي غضبي فهو عنده فوق العرش
