I asked Ibn Umar, and he said, "Ibn Umar divorced his wife while she was menstruating, so Umar asked the Prophet ﷺ about it, and he commanded him to take her back and then divorce her at the start of her waiting period."I asked, "Does that pronouncement of divorce count?"He replied, "What do you think? If he was unable and acted foolishly?"
