Ibn Abu Mulayka reported,

Ibn Abbas recited, "except the oppressed among men, women, and children" [Nisa 4:98], and said, "My mother and I were among those whom Allah excused."It is also related from Ibn Abbas that "حصرت" means their breasts were constricted, and "تلووا" refers to twisting your tongues in giving testimony.Someone else said that "المراغم" means the one who emigrates, and "راغمت" means I emigrated away from my people. "موقوتا" means appointed, that is, Allah fixed its times for them.

عن ابن أبي مليكة

أن ابن عباس تلا {إلا المستضعفين من الرجال والنساء والولدان} قال كنت أنا وأمي ممن عذر الله ويذكر عن ابن عباس {حصرت} ضاقت {تلووا} ألسنتكم بالشهادة وقال غيره المراغم المهاجر راغمت هاجرت قومي {موقوتا} موقتا وقته عليهم
