Abdullah bin Abbas reported,

Among the Children of Israil, retaliation was prescribed but blood-money was not part of their law. Then Allah the Exalted said to this nation, "Retaliation is prescribed for you in the matter of the slain, the free for the free, the slave for the slave, the female for the female. But if any remission is granted by the brother of the slain" [Baqarah 2:178]. The remission is that he accepts blood-money in cases of intentional killing. "Then there should be a decent demand and payment with kindness" [Baqarah 2:178], meaning he pursues the matter in a fitting manner and pays in good conduct. "That is an alleviation from your Lord and a mercy" [Baqarah 2:178], meaning compared to what was prescribed for those before you. "But whoever transgresses after that shall have a painful punishment" [Baqarah 2:178], meaning whoever kills after accepting the blood-money.

حدثنا الحميدي حدثنا سفيان حدثنا عمرو قال سمعت مجاهدا قال سمعت

ابن عباس رضي الله عنهما يقول

كان في بني إسرائيل القصاص ولم تكن فيهم الدية فقال الله تعالى لهذه الأمة {كتب عليكم القصاص في القتلى الحر بالحر والعبد بالعبد والأنثى بالأنثى فمن عفي له من أخيه شيء} فالعفو أن يقبل الدية في العمد {فاتباع بالمعروف وأداء إليه بإحسان} يتبع بالمعروف ويؤدي بإحسان {ذلك تخفيف من ربكم ورحمة} مما كتب على من كان قبلكم {فمن اعتدى بعد ذلك فله عذاب أليم} قتل بعد قبول الدية
