Urwa reported,

He asked Ayesha . Layth said, Yunus narrated to me from Ibn Shihab, who said, Urwa bin Zubayr informed me that he asked Ayesha about the words of Allah Most High, "And if you fear that you will not deal justly" up to "and four" [Nisa 4:3].She said, "Son of my sister, this refers to the orphan girl who is under the care of her guardian and shares with him in his wealth. Her wealth and beauty appeal to him, so her guardian wishes to marry her without dealing justly regarding her dower, meaning without giving her what someone else would give her. So they were forbidden to marry such girls unless they dealt justly with them and gave them the highest dower customary for their like, and they were commanded to marry other women who were pleasing to them instead."Urwa said that Ayesha said, "Then afterwards the people asked the Messenger of Allah ﷺ for a ruling following this verse, so Allah revealed "And they ask you for a ruling concerning women" up to His words "yet you desire to marry them" [Nisa 4:127]. And what Allah mentioned as being recited to you in the Book is the first verse, in which He said, "And if you fear that you will not deal justly with the orphans, then marry such women as are good for you" [Nisa 4:3]."Ayesha said, "And the words of Allah in the other verse, "yet you desire to marry them" [Nisa 4:127], mean the desire of one of you for the orphan girl in his care when she has little wealth and beauty. So they were forbidden to marry those orphan girls whose wealth and beauty they desired except with justice, precisely because they would otherwise turn away from them."

أنه سأل عائشة رضي الله عنها وقال الليث حدثني يونس عن ابن شهاب قال أخبرني عروة بن الزبير أنه سأل عائشة رضي الله عنها عن قول الله تعالى {وإن خفتم أن لا تقسطوا} إلى {ورباع} فقالت يا ابن أختي هي اليتيمة تكون في حجر وليها تشاركه في ماله فيعجبه مالها وجمالها فيريد وليها أن يتزوجها بغير أن يقسط في صداقها فيعطيها مثل ما يعطيها غيره فنهوا أن ينكحوهن إلا أن يقسطوا لهن ويبلغوا بهن أعلى سنتهن من الصداق وأمروا أن ينكحوا ما طاب لهم من النساء سواهن قال عروة قالت عائشة ثم إن الناس استفتوا رسول الله ﷺ بعد هذه الآية فأنزل الله {ويستفتونك في النساء} إلى قوله {وترغبون أن تنكحوهن} والذي ذكر الله أنه يتلى عليكم في الكتاب الآية الأولى التي قال فيها {وإن خفتم أن لا تقسطوا في اليتامى فانكحوا ما طاب لكم من النساء} قالت عائشة وقول الله في الآية الأخرى {وترغبون أن تنكحوهن} يعني هي رغبة أحدكم ليتيمته التي تكون في حجره حين تكون قليلة المال والجمال فنهوا أن ينكحوا ما رغبوا في مالها وجمالها من يتامى النساء إلا بالقسط من أجل رغبتهم عنهن
