Abdullah bin Umar reported,
Abbas 
asked the Prophet ﷺ for permission to spend the nights of Mina in Mecca due to his duty of providing water to the pilgrims, and he granted him permission. This was corroborated by Abu Usama, Uqba bin Khalid, and Abu Damra.

أن العباس رضي الله عنه استأذن النبي ﷺ ليبيت بمكة ليالي منى من أجل سقايته فأذن له تابعه أبو أسامة وعقبة بن خالد وأبو ضمرة
