Abdullah bin Umar reported,
The Prophet ﷺ said, "Allah 
has placed truth upon Umar's heart and tongue."Ibn Umar said, "No matter ever befell the people about which they offered their views and Umar bin Khattab, or Umar, offered his, except that the Quran was revealed in accordance with what Umar had said."

عن النبي ﷺ قال: إن الله عز وجل جعل الحق على قلب عمر ولسانه. قال: وقال ابن عمر: ما نزل بالناس أمر قط فقالوا فيه، وقال عمر بن الخطاب، أو قال عمر، إلا نزل القرآن على نحو مما قال عمر.
Tirmidhi (3682), Ahmad (5697, 5145), and his son in Zawaid al-Fadail (395) narrated it, and Ibn Hibban (6895) graded it sahih, all of them through routes from Nafi, from Ibn Umar, and he related it. Its chain of transmission is sahih. Tirmidhi said, "This is a hasan sahih hadith, gharib from this angle." The meaning of the hadith is that Allah inspired him with the truth and enabled him to speak it.
