I asked Jabir about the case of Thakeef when they pledged allegiance. He said, "They stipulated to the Prophet ﷺ that no alms would be due from them and no jihad would be required of them." He added that he later heard the Prophet ﷺ say, "They will give alms and wage jihad once they truly embrace Islam."

Abu Dawud (3025) and Ibn Abu Asim in Ahad wal-Mathani (1525) both narrated it, both from the hadith of Ismail bin Abdul-Kareem, who said, "Ibrahim bin Aqeel bin Munabbih narrated to me, from his father," and he then related the hadith. Its chain of transmission is hasan because of Ismail bin Abdul-Kareem, Ibrahim bin Aqeel bin Maqil bin Munabbih, and his father Aqeel bin Maqil, for each one of them is graded hasan in hadith transmission.Similar in meaning is what was narrated from Uthman bin Abu As, that the delegation of Thaqif came to the Messenger of Allah ﷺ, so he lodged them in the masjid so that it would soften their hearts. They stipulated to the Prophet ﷺ that they would not be conscripted, nor tithed, nor made to bow in prayer, and that none but themselves would be appointed over them. He said, so the Prophet said, "You shall not be conscripted, nor tithed, and none but yourselves shall be appointed over you." And the Prophet ﷺ said, "There is no good in a religion that has no bowing in it."He said, and Uthman bin Abu As said, "O Messenger of Allah, teach me the Quran, and make me the imam of my people."Ahmad (17913) narrated it, and the wording given here is his, as did Abu Dawud Sijistani (3026) and Abu Dawud Tayalisi (981), and Ibn Khuzayma (1328) graded it sahih. All of them narrated it through various routes from Hammad bin Salama, from Humayd, from Hasan, from Uthman bin Abu As, and he related it. Ibn Khuzayma's version contains only the mention of entering the masjid.Its chain of transmission includes Hasan Basri, and whether he heard directly from Uthman bin Abu As is disputed. Ibn Madini, Ibn Main, and Bazzar affirmed that he did hear from him directly, and it has been reported about Hasan that he used to visit Uthman bin Abu As. However, Hasan was known for concealing weaknesses in his chains of transmission, and here he narrated using the ambiguous formula "from" without stating that he heard it directly.Yunus bin Yazid and Ashath bin Sawwar also differed from Humayd, narrating it from Hasan as a mursal report. Abdul-Razzaq (1620) and Abu Dawud in his Maraseel (18) narrated it in that form.Khattabi said, His statement, "you shall not be conscripted," means being gathered for jihad and mobilized in its call to arms. His statement, "and that you shall not be tithed," refers to sadaqah, meaning that a tenth of their wealth would not be taken from them. His statement, "and that you shall not be made to bow," means they would not pray, and the origin of "tajbiyah" is that a person leans forward onto his front while raising his rear. End of quote.
