A woman used to circle the House naked, saying, "Who will lend me a covering?" She would place it over her private parts and say, "Today part of it, or all of it, may show, but whatever shows of it I do not permit." Then this verse was revealed, "Children of Adam, take your adornment at every masjid" [Araf 7:31].
كان المرأة تطوف بالبيت وهي عريانة فتقول: من يعيرني تطوافا؟ تجعله على فرجها وتقول: اليوم يبدو بعضه أو كله. فما بدا منه فلا أحله فنزلت هذه الآية: {يبني ءادم خذوا زينتكم عند كل مسجد} [الأعراف: ٣١].
Muslim narrated it in the Tafsir (3028) through several chains from Shuba, from Salama bin Kuhayl, from Muslim al-Batin, from Saeed bin Jubayr, from Ibn Abbas, who mentioned it.Ibn Ishaq said, "Quraysh, I do not know whether this was before the Elephant or after it, devised the view of the Hums, an opinion they formed and circulated among themselves. They said, 'We are the sons of Ibrahim, the people of sanctity, the guardians of the House, and the residents and inhabitants of Makkah. No one among the Arabs has a right like ours, nor a standing like ours, and the Arabs do not recognize for anyone what they recognize for us. So do not hold anything outside the sanctuary in the same reverence you hold the sanctuary itself, for if you do that, the Arabs will make light of your sanctity and say, "They have honored what is outside the sanctuary just as they honor what is inside it."'So they abandoned standing at Arafah and setting off from there, even though they knew and acknowledged that it was one of the rites of Hajj and part of the religion of Ibrahim , and they held that the rest of the Arabs could stand there and set off from there. But they said, 'We are the people of the sanctuary, so it is not fitting for us to leave the sanctuary or to honor anything else the way we, the Hums, honor it, for the Hums are the people of the sanctuary.' Then they granted to those Arabs descended from them, whether they lived inside or outside the sanctuary, the same status as themselves by virtue of their descent, so that what was lawful for them was lawful for those descendants, and what was forbidden for them was forbidden for those descendants. Kinanah and Khuza had joined them in this.So those who were not Hums were required, when they first arrived to perform their initial circumambulation of the House, to do so only wearing garments of the Hums. If they could not find any such garments, they would circumambulate the House naked. So if a woman happened to circumambulate in that state, she would place her hand over her private parts and say, 'Today some of it, or all of it, will be visible, but whatever of it is visible I do not make lawful.'"Ibn Ishaq said, "They remained like that until Allah sent Muhammad ﷺ and revealed to him the Quran in refutation of what they had innovated, saying, "Then depart from the place from which the people depart" [Baqarah 2:199], meaning the general mass of the Arabs, from Arafat."Sirat bin Hisham (1/199–203)
