The Messenger of Allah ﷺ said, "There are two types of people destined for the Fire whom I have not yet seen. People carrying whips like the tails of cattle, with which they strike others, and women who are clothed yet naked, who lead others astray and are themselves astray, their heads resembling the swaying humps of camels. They will not enter Paradise, nor even catch its fragrance, though its fragrance can be detected from such and such a distance."
قال رسول الله ﷺ: صنفان من أهل النار لم أرهما: قوم معهم سياط كأذناب البقر يضربون بها الناس، ونساء كاسيات عاريات مميلات مائلات رؤوسهن كأسنمة البخت المائة، لا يدخلن الجنة، ولا يجدن ريحها، وإن ريحها ليوجد من مسيرة كذا وكذا.
Muslim narrated it in the Book of Clothing and Adornment (2128:125), from Zuhayr bin Harb, who said, Jareer narrated to us, from Suhayl, from his father, from Abu Hurairah, and he mentioned it.This hadith is one of the miracles of the Prophet ﷺ, for what he ﷺ foretold has indeed come to pass. Most of the police in the world use their authority to oppress people, even though their duty is to preserve security and lift oppression from the people.Nawawi also pointed to this in his commentary on Sahih Muslim.
