Shurayh bin Ubayd reported,

Iyad bin Ghanm flogged the governor of Dara when it was conquered, and Hisham bin Hakeem spoke harshly to him about it, so much so that Iyad became angry. After several nights had passed, Hisham bin Hakeem came to him and apologized. Then Hisham said to Iyad, "Did you not hear the Prophet ﷺ say, 'Among those who will be most severely punished are those who inflict the harshest punishment on people in this world'?"Iyad bin Ghanm replied, "Hisham bin Hakeem, we have heard what you heard and we have seen what you saw. Did you not hear the Messenger of Allah ﷺ say, 'Whoever wishes to advise a ruler about a matter should not do so openly. Rather, he should take him by the hand and speak with him privately. If he accepts it, that is well and good. If not, then he has fulfilled his duty toward him.' Indeed, Hisham, you are bold, daring to challenge a ruler appointed by Allah. Did you not fear that the ruler might kill you, and so you would become one slain by the authority of Allah تبارك وتعالى?"
