Jabir bin Abdullah reported,

He performed Hajj with the Prophet ﷺ on the day he drove the sacrificial animals along with him, and the people had entered ihram intending Hajj alone. The Prophet ﷺ said to them, "Exit your ihram by performing tawaf around the House and saʿy between Safa and Marwa, then shorten your hair and remain in a non-consecrated state. When the day of Tarwiyah arrives, enter ihram for Hajj, and treat the one you arrived with as tamattu."They asked, "How can we make it tamattu when we have already declared it as Hajj?"He replied, "Do as I have commanded you. Had I not brought the sacrificial animals with me, I would have done the same as I have ordered you to do. But nothing forbidden becomes lawful for me until the sacrificial animal reaches its place of slaughter."So they did as he instructed.
