Abu Musa Ashari reported,

I came to the Messenger of Allah ﷺ while he was halted at al-Batha, and he asked, "What did you enter ihram for?"I replied, "I entered ihram for the same as the Prophet ﷺ."He asked, "Did you bring any sacrificial animal with you?"I said, "No."He said, "Then perform tawaf around the Kaaba and walk between Safa and Marwa, then come out of ihram."So I performed tawaf around the Kaaba and walked between Safa and Marwa, then I went to a woman from my people who combed my hair and washed my head. I used to give people this same legal opinion during the rule of Abu Bakr and the rule of Umar.Then while I was standing during the Hajj season, a man came to me and said, "You do not know what the Commander of the Believers has newly introduced regarding the rites of Hajj."I said, "People, whoever we have given a ruling to should wait. The Commander of the Believers is on his way to you, so follow him."When he arrived, I said, "Commander of the Believers, what is this that you have newly introduced regarding the rites of Hajj?"He replied, "If we take from the Book of Allah, then Allah, Possessor of Majesty and Honor, says, 'And complete the Hajj and Umrah for Allah' [Baqarah 2:196]. And if we take from the Sunnah of our Prophet, peace and blessings be upon him, then the Prophet ﷺ did not come out of ihram until he had sacrificed the offering."

عن أبي موسى، قال

قدمت على رسول الله ﷺ وهو منيخ بالبطحاء، فقال: بم أهللت؟ قال: قلت: أهللت بإهلال النبي ﷺ. قال: هل سقت من هدي؟ قلت: لا. قال: فطف بالبيت وبالصفا والمروة ثم حل. فطفت بالبيت وبالصفا والمروة ثم أتيت امرأة من قومي فمشطتني وغسلت رأسي، فكنت أفتي الناس بذلك في إمارة أبي بكر وإمارة عمر، فإني لقائم بالموسم إذ جاءني رجل فقال: إنك لا تدري ما أحدث أمير المؤمنين في شأن النسك؟ فقلت: أيها الناس من كنا أفتيناه بشيء فليتيد، فهذا أمير المؤمنين قادم عليكم فبه فأتموا، فلما قدم قلت: يا أمير المؤمنين ما هذا الذي أحدثت في شأن النسك؟ قال: إن نأخذ بكتاب الله فإن الله ذو الجلال والإكرام قال: {وأتموا الحج والعمرة لله} وإن تأخذ بسنة نبينا عليه الصلاة والسلام فإن النبي ﷺ لم يحل حتى نحر الهدي.
