Nabi bin Wahb reported,

Umar bin Ubaydullah sent word to Abban bin Uthman, who was the leader of the pilgrims that year, while both of them were in the state of ihram, saying, "I wish to marry Talha bin Umar to the daughter of Shayb bin Jubayr, and I would like you to attend."Abban rejected this and said, "I heard Uthman bin Affan say that the Messenger of Allah ﷺ said, 'A person in ihram must not marry, nor give in marriage, nor propose marriage.'"

عن نبيه بن وهب- أخي بني عبد الدار

أن عمر بن عبيد الله أرسل إلى أبان بن عثمان- وأبان يومئذ أمير الحاج-: وهما محرمان إني قد أردت أن أنكح طلحة بن عمر بنت شيبة بن جبير وأردت أن تحضر، فأنكر ذلك عليه أبان وقال: سمعت عثمان بن عفان يقول: قال رسول الله ﷺ: لا ينكح المحرم، ولا ينكح، ولا يخطب.
