They were not permitted to fast during the days of Tashriq except for one who could not find a sacrificial animal.

Bukhari related it in the Book of Fasting (1997, 1998) from Muhammad bin Bashshar, who said, our teacher Ghundar related to us, our teacher Shuba related to us, I heard Abdullah bin Isa, from Zuhri, from Urwa, from Ayesha. Bukhari related both of these reports in the Book of Fasting (1999) through the route of Malik, with the same chain, but he mentioned the wording of Ibn Umar and referred back to it for the wording of Ayesha.Tirmidhi said (3/135), except that a group of the Companions of the Prophet ﷺ and others permitted the one performing tamattu, if he could not find an animal for sacrifice and had not fasted during the ten days, to fast the days of Tashriq. This is the view held by Malik, Shafii, Ahmad, and Ishaq.
