Abd al-Aziz bin Marwan wrote to Ibn Umar, "Inform me of any need you have."Ibn Umar wrote back to him, "The Messenger of Allah ﷺ used to say, 'The upper hand is better than the lower hand, and begin with those whom you support.' I am not asking you for anything, nor will I refuse any provision that Allah grants me through you."
كتب عبد العزيز بن مروان الي ابن عمر ان ارفع الي حاجتك قال: فكتب اليه ابن عمر ان رسول الله ﷺ كان يقول: ان اليد العليا خير من اليد السفلي، وابدأ بمن تعول. ولست اسألك شيئا ولا ارد رزقا رزقنيه الله منك.
Imam Ahmad (4474) and Abu Yaala (5730) both narrated it, from the hadith of Ishaq bin Yusuf, from Sufyan, from Ibn Ajlan, from Qaqa bin Hakeem, who said, Abdul-Aziz bin Marwan wrote to Ibn Umar, and he then mentioned it.Haythami cited it in Majma (3/262) and attributed it to Tabarani, without attributing it to Imam Ahmad, and said, "Its narrators are the narrators of sahih."I say, its chain is hasan because of Ibn Ajlan, who is Muhammad Madani, a disputed narrator, though his hadith is hasan. The hadiths of Abu Hurairah became confused for him, but this is not one of them.
