Tabarani narrated it in Al-Awsat - Majma al-Bahrayn (1343) - from Abdan bin Ahmad, who said, "Abbas bin Walid al-Khallal al-Dimashqi narrated to us, Marwan bin Muhammad al-Tatari narrated to us, Sulayman bin Musa Abu Dawud al-Kufi narrated to us, from Fudayl bin Marzuk, from Abdullah bin Burayda, from his father," and he mentioned it.In it is Fudayl bin Marzuk al-Aghar, who is disputed, Nasai declared him daif, while others considered him acceptable, though his hadith is hasan, and he has also been corroborated.Hakim narrated it (1262) through another route, from Bashir bin Muhajir, from Abdullah bin Burayda, from his father, as a marfu narration, with the wording, "No people ever broke a covenant without killing spreading among them, and immorality never appeared among a people without Allah unleashing death upon them, and no people ever withheld zakat without Allah withholding rain from them."Hakim said, "It is sahih according to the criteria of Muslim." Bashir bin Muhajir is disputed, Imam Ahmad said his narrations are objectionable, while others considered him acceptable, and he is fine as a corroborating witness.
