Uthman led us in four rakahs of prayer at Mina. When this was mentioned to Abdullah bin Masud, he said, "To Allah we belong and to Him we shall return," then said, "I prayed with the Messenger of Allah ﷺ at Mina two rakahs, and I prayed with Abu Bakr at Mina two rakahs, and I prayed with Umar at Mina two rakahs. How I wish that my share of the four rakahs were two accepted ones."
Bukhari narrated it in "Shortening the Prayer" (1084), and Muslim in "Prayer of the Traveler" (695), both from Qutayba bin Saeed, who said, Abdul-Wahid told us, from Amash, who said, Ibrahim told us, who said, I heard Abdul-Rahman bin Yazid, and he mentioned it.See the interpretations of Uthman's completing the prayer in Mina at the beginning of the collections on the traveler's prayer.
