Reaching back to the Prophet ﷺ, he said, "Do not prevent anyone from circumambulating this House and praying at any hour he wishes, by night or by day."In another narration, "Children of Abd Manaf, do not prevent anyone."
يبلغ به النبي ﷺ قال: لا تمنعوا أحدا يطوف بهذا البيت، ويصلي أي ساعة شاء من ليل أو نهار وفي رواية: يا بني عبد مناف، لا تمنعوا أحدا.
Abu Dawud (1894), Tirmidhi (868), Nasai (585), and Ibn Majah (1254) all narrated it through Sufyan bin Uyayna, from Abu Zubayr, from Abdullah bin Babah, from Jubayr bin Mutim, who related it, and the wording given is Abu Dawud's. Its chain is hasan because of Abu Zubayr. Ibn Khuzayma narrated it in his Sahih (1280) through this same route, and also through Ibn Jurayj, who said, "Abu Zubayr informed me that he heard Abdullah bin Babah," relating something similar. Here Ibn Jurayj and his teacher both explicitly state that they heard the hadith directly. As for Ibn Hibban, he chose to narrate from his teacher Ibn Khuzayma through the first route, which does not contain this explicit statement of direct hearing, then he narrated it through Ibn Wahb, who said, "Amr bin Harith informed me that Abu Zubayr had related to him, from Ibn Babah" (1552, 1553). Hakim narrated it (1/448) through Sufyan with the same chain, and said, "Sahih according to the criterion of Muslim."As for what is reported from Abu Dharr, that he took hold of the ring of the door of the Kaaba and said, "I heard the Messenger of Allah ﷺ say, 'There is no prayer after Asr until the sun sets, and none after Fajr until the sun rises, except in Makkah,'" this is daif. It was narrated by Ahmad (21462), Tabarani in al-Awsat (851), Daraqutni (1/424), and Bayhaqi (2/461), all through the route of Abdullah bin Muammal, from Humayd the freedman of Afra, from Qays bin Saad, from Mujahid, from Abu Dharr, who related the hadith. However, Humayd the freedman of Afra is dropped from the chain in Ahmad's Musnad. This chain is daif, as Bayhaqi and others have stated. Mujahid did not hear directly from Abu Dharr, as Ibn Abdul-Barr stated in al-Tamhid (13/45). Ibn Khuzayma narrated it (2748) and said, "I have doubts about whether Mujahid heard from Abu Dharr." It also contains Abdullah bin Muammal, who is daif, though Ibrahim bin Tahman corroborated him by narrating from Humayd, and Bayhaqi narrated it through this route as well.Ibn Abdul-Barr, after discussing the hadith of Abu Dharr and declaring it daif, said, "The hadith of Jubayr bin Mutim contains something that strengthens it, along with the position held by the majority of Muslim scholars. This is because Ibn Abbas, Ibn Umar, Ibn Zubayr, Husayn, Husayn, Ata, Tawus, Mujahid, Qasim bin Muhammad, and Urwa bin Zubayr used to perform tawaf after Asr, and some of them after dawn as well, and they would pray two rak'ahs immediately after finishing their tawaf at that time. This is also the position of Shafii, Ahmad, Ishaq, Abu Thawr, and Dawud bin Ali. Malik bin Anas said, 'Whoever performs tawaf around the House after Asr should delay the two rak'ahs of tawaf until the sun sets, and likewise whoever performs tawaf after dawn should not pray them until the sun has risen and climbed higher.' Abu Hanifa said, 'He should pray them except at sunset, sunrise, and when the sun is at its zenith.'"
