"If you do not go forth, He will punish you with a painful punishment" [Tawbah 9:39], and "It was not for the people of Madinah" up to His words "they do" [Tawbah 9:120–121] were abrogated by the verse that follows them, "Nor should the believers all go forth together. So why does not a party from every group among them go forth, so that they may gain understanding of the religion and warn their people when they return to them, that they may beware" [Tawbah 9:122].
{إلا تنفروا يعذبكم عذابا أليما} و{ما كان لأهل المدينة} إلى قوله {يعملون} [التوبة: ١٢٠- ١٢١] نسختها الآية التي تليها {وما كان المؤمنون لينفروا كافة فلولا نفر من كل فرقة منهم طائفة ليتفقهوا في الدين ولينذروا قومهم إذا رجعوا إليهم لعلهم يحذرون} [سورة التوبة: ١٢٢].
Abu Dawud (2505) narrated it (and from his route, Bayhaqi (9/47) narrated it as well), from Ahmad bin Muhammad Marwazi, who said, "Ali bin Husayn narrated to me, from his father, from Yazid Nahwi, from Ikrima, from Ibn Abbas," and he mentioned it.This isnad is hasan because of Ali bin Husayn bin Waqid and his father, for both of them are graded hasan in hadith. Yazid Nahwi is Yazid bin Abu Saeed Marwazi.On this subject there is also what was narrated from Najdah bin Nafi, who said, "I asked Ibn Abbas about this verse, "If you do not go forth, He will punish you with a painful punishment" [Tawbah 9:39]." He said, "So the rain was withheld from them, and that was their punishment."Abu Dawud (2506) and Bayhaqi (9/48) narrated it via the route of Zayd bin Hubab, from Abdul-Mumin bin Khalid Hanafi, who said, "Najdah bin Nafi narrated to me," and he mentioned it. The wording given is Abu Dawud's.In it is Najdah bin Nafi, from whom only one person narrated, and no one deemed him trustworthy, not even Ibn Hibban, who trusts many unknown narrators against whom no criticism is known. Hence Dhahabi said, "He is not known." And Ibn Hajar said, "He is unknown."
