Abdullah bin Abbas reported,

The polytheists used to circle the Kabah saying, "Here we are, here we are, You have no partner."The Prophet ﷺ would say, "Enough, enough."But they would continue, "Except a partner who is Yours. You own him and whatever he owns." They would also say, "Your forgiveness, Your forgiveness."So Allah revealed, "But Allah would not punish them while you were among them, and Allah would not punish them while they sought forgiveness" [Anfal 8:33].Ibn Abbas said, "They had two sources of safety, the Prophet of Allah and seeking forgiveness. The Prophet ﷺ departed, and what remained was seeking forgiveness."Then "But why should Allah not punish them when they bar people from the Sacred Mosque, and they are not its rightful guardians? Its rightful guardians are only the God-fearing, but most of them do not know" [Anfal 8:34].Ibn Abbas said, "This refers to the punishment of the Hereafter, and the former refers to the punishment of this world."

His saying, "And when they said, 'O Allah, if this is the truth from You, then rain down upon us stones from the sky or bring us a painful punishment.' But Allah would not punish them while you were among them, and Allah would not punish them while they seek forgiveness. And why should Allah not punish them when they obstruct people from Masjid al-Haram while they are not its guardians? Its guardians are none but the righteous, but most of them do not know."
