Bukhari narrated it in the chapter on zakat (1477), and Muslim narrated it in the chapter on judgments (13:593), both from the hadith of Ismail bin Ulaya, from Khalid Haddan, from Ibn Ashwa, from Shaybi, who said, "The scribe of Mughira bin Shuba told me, 'Muawiya wrote to Mughira bin Shuba, telling him to write down something he had heard from the Prophet ﷺ, so he wrote to him.'" And he mentioned the hadith.Allah's saying, "as Musa was asked before" [Baqarah 2:108], contains an indication that you should not ask your messenger about something in a spirit of harassment, just as Banu Israil used to ask Musa in a spirit of harassment and denial. But if the question is asked in a spirit of seeking knowledge, it is praiseworthy, and the Prophet ﷺ encouraged teaching and learning in many hadiths.
