I heard the Messenger of Allah ﷺ say, "Do not sell surplus water, and do not withhold pasture, for doing so makes livestock grow lean and leaves families hungry."
حدثنا هارون حدثنا ابن وهب قال سمعت حيوة يقول حدثني حميد بن هانئ الخولاني عن أبي سعيد مولى غفار قال سمعت
سمعت رسول الله ﷺ يقول لا تبيعوا فضل الماء ولا تمنعوا الكلأ فيهزل المال ويجوع العيال
Its isnad is sahih. Hakim narrated it with this wording (2/44) and graded it sahih, and Dhahabi agreed with him. With a slightly different wording, Bukhari narrated it (3/1440), "Surplus water should not be withheld in order to withhold pasture by means of it," and Muslim (3/1198, no. 1566), both in the Book of Musaqah, Abu Dawud (3/377, no. 3473) in the Book of Sales, Tirmidhi (3/563, no. 1272) in the Book of Sales, who said, hasan sahih, and Ibn Majah (2/828, no. 2478) in the Book of Pledges.
