Abu Hurairah reported,

The Prophet ﷺ said, "Indeed, Allah wrote a book with His own hand for Himself before He created the heavens and the earth, and placed it beneath His Throne. In it is written, 'My mercy has preceded My wrath.'"

عن النبي ﷺ قال إن الله عز وجل كتب كتابا بيده لنفسه قبل أن يخلق السموات والأرض فوضعه تحت عرشه فيه رحمتي سبقت غضبي
