I said to Abdullah bin Umar, "Narrate to me a hadith you heard from the Messenger of Allah ﷺ."He said, "I heard the Messenger of Allah ﷺ say, 'The Muslim is the one from whose tongue and hand the Muslims are safe, and the emigrant is the one who abandons what Allah has forbidden.'"Abu Abdul-Rahman said, "This is an error. It is in fact from Hakam, from Sayf, from Rashid Hijri, from his father."
حدثنا أسود بن عامر أخبرنا أبو إسرائيل عن الحكم
قلت لعبد الله بن عمرو حدثني حديثا سمعته من رسول الله ﷺ قال سمعت رسول الله ﷺ يقول المسلم من سلم المسلمون من لسانه ويده والمهاجر من هجر ما نهى الله عنه قال أبو عبد الرحمن هذا خطأ إنما هو الحكم عن سيف عن رشيد الهجري عن أبيه
Its isnad is very daif, though its content is confirmed as sound through other channels. Abu Israil is al-Mulai, with a damma on the mim and a light lam, and he is Ismail bin Khalifa, who is daif, as we explained under 974. Hakam is Ibn Utayba, the well-known trustworthy narrator. As for Hilal al-Hajari, there is no narrator by this name, which is why Abu Abdul-Rahman Abdullah bin Ahmad said, following this hadith, "This is an error. It is actually Hakam, from Sayf, from Rashid al-Hajari." Husayni likewise pointed to this in al-Ikmal, p. 116, and the Hafiz in al-Tajil, p. 434, in the entry under this name Hilal al-Hajari, referred to Abdullah bin Ahmad's remark here, since there was no narrator among them bearing this name.The hadith has already appeared correctly as 6835 and 6836, with two isnads, through the narration of Shubah, from Hakam, from Sayf, from Rashid al-Hajari, from his father. We explained there the defect causing its weakness, namely Rashid al-Hajari and the unknown identity of his father. As for the actual wording of the hadith attributed to the Prophet, it has already appeared repeatedly with sahih isnads, the last of them being 6953.
