The Prophet ﷺ ruled that no Muslim is to be killed in retaliation for a disbeliever.
حدثنا حسين بن محمد وهاشم يعني ابن القاسم قالا حدثنا محمد بن راشد الخزاعي عن سليمان بن موسى
أن النبي ﷺ قضى أن لا يقتل مسلم بكافر
Its isnad is sahih. Muhammad bin Rashid Khuzaie Makhuli, his reliability was already established at 812. He was called Makhuli because he was a companion of Makhul and narrated from him, so he was attributed to him.The hadith was narrated by Tirmidhi 2:312 through Usama bin Zayd, and by Ibn Majah 2:75 through Abdul-Rahman bin Harith bin Abdullah bin Ayyash, both of them from Amr bin Shuayb from his father from his grandfather. But both of them narrated it as a saying only, that the Messenger of Allah ﷺ said, "A Muslim is not killed for killing a disbeliever." Tirmidhi said, the hadith of Abdullah bin Amr on this subject is a hasan hadith.Abu Dawud narrated it at length, 4531 (4:304 of Awn al-Mabud), through Yahya bin Saeed from Amr bin Shuayb, but he did not give its wording in full, rather he referred back to the hadith before it from the hadith of Ali bin Abu Talib. Bayhaqi narrated it, 8:29, through Abu Dawud, and gave its wording in full. He also narrated it at length through Muhammad bin Ishaq, who said, Amr bin Shuayb narrated to me from his father from his grandfather, who said, the Messenger of Allah ﷺ addressed the people in the year of the conquest, and so on.The narration of Ibn Ishaq will come later in the Musnad at 6992, and the hadith will come again at length and in brief at 6690, 6796, 6827, 6970, and 7012. See also what has already passed in the Musnad of Ali bin Abu Talib at 599, 959, and 993. See also al-Muntaqa 3908, 3909, Nayl Awtar 7:150-155, and Nasb Raya 4:334-335.
