Its chain of transmission is sahih. Abu Sabbah, with the doubled unpointed ba, the Ayli, is Sadan bin Salim, who is trustworthy. Abu Dawud praised him, and Dulabi related in al-Kuna 2:13, from Yahya bin Main, who said, "Abu Sabbah, from whom Ibn Mubarak relates, is trustworthy. He is called Sadan bin Salim, and he is Abu Sabbah al-Ayli. He relates from him the hadith of Yazid bin Abu Sumaynah, from Ibn Umar, 'Whatever the Prophet ﷺ said about the waist-wrap applies to the shirt as well.'" Bukhari gave his biography in al-Kabir 2/2/198.This hadith was related by Abu Dawud 4:104, from Hannad, from Ibn Mubarak, with this chain of transmission. What Ibn Umar means by this is that whatever the Messenger of Allah ﷺ warned against regarding letting the waist-wrap trail applies to the shirt as well. Most of what people wore in those days was the waist-wrap, and shirts were uncommon. This statement from Ibn Umar is either a report going back to the Prophet in meaning, or it is a sound inference on his part. What matters is the letting the garment trail itself, whether the garment is a waist-wrap or a shirt.Munziri, in Tahzib Sunan 3937, attributed this hadith to Abu Dawud alone and did not attribute it to anyone else, and likewise attributed it to Abu Dawud alone in al-Targhib wal-Tarhib 3:93.
