Nabi bin Wahb reported,

Ibn Muamar wanted to marry his son to the daughter of Shayb bin Jubayr, so he sent me to Abban bin Uthman , who was the commander of the pilgrimage season. I came to him and said, "Your brother wishes to marry off his son and wants you to witness the contract."He replied, "I see him as a coarse Iraqi. A pilgrim in ihram may neither marry nor give in marriage."Then he narrated something similar from Uthman , tracing it back to the Prophet.

حدثنا إسماعيل حدثنا أيوب عن نافع

عن نبيه بن وهب قال

أراد ابن معمر أن ينكح ابنه ابنة شيبة بن جبير فبعثني إلى أبان بن عثمان رضي الله عنه وهو أمير الموسم فأتيته فقلت له إن أخاك أراد أن ينكح ابنه فأراد أن يشهدك ذاك فقال ألا أراه عراقيا جافيا إن المحرم لا ينكح ولا ينكح ثم حدث عن عثمان رضي الله عنه بمثله يرفعه
