Abu Musa Ashari reported,

He used to issue legal verdicts permitting tamattu pilgrimage. A man said to him, "Hold back from some of your verdicts, for you do not know what the Commander of the Faithful has introduced regarding the rites of pilgrimage after your time."So he later met Umar and asked him about it.Umar said, "I know well that the Prophet ﷺ did it, as did his companions. But I disliked that men should spend their days with their wives in intimacy among the arak trees, then set out for Hajj with their heads still dripping."

ى أنه كان يفتي بالمتعة فقال له رجل رويدك ببعض فتياك فإنك لا تدري ما أحدث أمير المؤمنين في النسك بعدك حتى لقيه بعد فسأله فقال عمر رضي الله عنه قد علمت أن النبي ﷺ قد فعله وأصحابه ولكني كرهت أن يظلوا بهن معرسين في الأراك ويروحوا للحج تقطر رءوسهم
