The verse "You who believe, obey Allah and obey the Messenger and those in authority among you" [Nisa 4:59] was revealed concerning Abdullah bin Huzafa bin Qays bin Adi as-Sahmi, when the Messenger of Allah ﷺ sent him out on a military expedition.
Its isnad is sahih. Yaala bin Muslim bin Hurmuz is trustworthy, Ibn Main and Abu Zura both affirmed his trustworthiness, and Bukhari gave his biography in Kabir 4/1/417. In Tahdhib, Ajurri reports from Abu Dawud, "Yaala bin Muslim was from Basra and lived in Makkah, and he is different from Yaala bin Muslim Makki, who is the brother of Hasan bin Muslim." But this is an error, for what appears in Bukhari's Tarikh is that Muhammad said, "This one, and the first one, I consider him to be the brother of Abdullah bin Muslim."Ibn Kathir mentioned this hadith in Tafsir 4:492, citing it from Bukhari, and said, "The rest of the group narrated it likewise, except Ibn Majah, through the hadith of Hajjaj Awar, with this same wording." Tirmidhi said, "This is a hasan gharib hadith, we do not know it except through the hadith of Ibn Jurayj." This is a reference to a story that will come later in the Musnad of Abu Saeed Khudri at 11662, and this reference has also come up several times before in the Musnad of Ali, including at 622 and 1095.
