Umar used to swear three solemn oaths, saying, "By Allah, no one has a greater right to this wealth than anyone else, and I myself have no greater claim to it than any other person. By Allah, there is not a single Muslim who does not have a share in this wealth, except for an owned slave. But we are ranked according to our positions in the Book of Allah Almighty and our allotted shares from the Messenger of Allah ﷺ. So a man is considered by his trials endured for Islam, a man by his precedence in Islam, a man by his contributions to Islam, and a man by his need. By Allah, if I live, even the shepherd on the mountain of Sanaa will receive his share of this wealth while still tending his flock where he is."

كان عمر يحلف على أيمان ثلاث يقول والله ما أحد أحق بهذا المال من أحد وما أنا بأحق به من أحد والله ما من المسلمين أحد إلا وله في هذا المال نصيب إلا عبدا مملوكا ولكنا على منازلنا من كتاب الله تعالى وقسمنا من رسول الله ﷺ فالرجل وبلاؤه في الإسلام والرجل وقدمه في الإسلام والرجل وغناؤه في الإسلام والرجل وحاجته ووالله لئن بقيت لهم ليأتين الراعي بجبل صنعاء حظه من هذا المال وهو يرعى مكانه
