The prayer was originally prescribed as two units each, except for the Maghrib prayer, which was prescribed as three because it is the witr.She said, "When the Messenger of Allah ﷺ traveled, he would pray the original two units, except for Maghrib. When he was settled, he would add another two units to each prayer, except for Maghrib, since it is the witr, and except for Fajr, since the recitation in it is lengthened."
حدثنا عبد الوهاب بن عطاء عن داود بن أبي هند عن الشعبي
فرضت الصلاة ركعتين ركعتين إلا المغرب فرضت ثلاثا لأنها وتر قالت وكان رسول الله ﷺ إذا سافر صلى الصلاة الأولى إلا المغرب فإذا أقام زاد مع كل ركعتين ركعتين إلا المغرب لأنها وتر والصبح لأنه يطول فيها القراءة
