Prayer was first prescribed as two units. Then the Messenger of Allah ﷺ added to the prayer offered while settled at home and left the prayer of the traveler as it was.

فرضت الصلاة ركعتين فزاد رسول الله ﷺ في صلاة الحضر وترك صلاة السفر على نحوها
