Abu Umama reported,

A man came to the Messenger of Allah ﷺ while he was throwing pebbles at the Jamrah and said, "Messenger of Allah, which form of jihad is most beloved to Allah ?"The Prophet remained silent. When he had thrown the pebbles at the second Jamrah, the man approached him again and said, "Messenger of Allah, which form of jihad is most beloved to Allah ?"Again the Prophet remained silent. The Messenger of Allah ﷺ then continued on, and when he reached the third Jamrah, the man approached him once more and said, "Messenger of Allah, which form of jihad is most beloved to Allah ?"He replied, "A word of truth spoken to an unjust ruler."Muhammad bin al-Hasan said in his version of the narration that al-Hasan used to say, "to an oppressive ruler."

عن أبي أمامة قال

أتى رجل رسول الله ﷺ وهو يرمي الجمرة فقال يا رسول الله أي الجهاد أحب إلى الله عز وجل قال فسكت عنه حتى إذا رمى الثانية عرض له فقال يا رسول الله أي الجهاد أحب إلى الله عز وجل قال فسكت عنه ثم مضى رسول الله ﷺ حتى إذا اعترض في الجمرة الثالثة عرض له فقال يا رسول الله أي الجهاد أحب إلى الله عز وجل قال كلمة حق تقال لإمام جائر قال محمد بن الحسن في حديثه وكان الحسن يقول لإمام ظالم
