Bilal would call the adhan when the sun had passed its zenith, then he would not call the iqamah until he saw the Prophet ﷺ. When he saw him, he would call the iqamah at that moment.

كان بلال يؤذن إذا دحضت ثم لا يقيم حتى يرى النبي ﷺ فإذا رآه أقام حين يراه
