The two short rakahs the Messenger of Allah ﷺ most often recited before the Fajr prayer were "We believe in Allah, and what was revealed to us, and what was revealed to Ibrahim and Ismail" [Baqarah 2:136] to the end of the verse, and the other was "We believe in Allah, and bear witness that we are Muslims" [Aal Imran 3:52].
حدثنا يعلى حدثنا عثمان عن سعيد
كان أكثر ما يصلي رسول الله ﷺ الركعتين اللتين قبل الفجر {آمنا بالله وما أنزل إلينا وما أنزل إلى إبراهيم وإسماعيل} إلى آخر الآية والأخرى {آمنا بالله واشهد بأنا مسلمون}
