The Messenger of Allah ﷺ said, and on another occasion Mura said, I heard the Prophet ﷺ delivering a sermon in which he said, "Whoever does not find sandals, let him wear leather socks, and whoever does not find a waist-wrapper, let him wear trousers."

قال رسول الله ﷺ وقال مرة سمعت النبي ﷺ يخطب يقول من لم يجد نعلين فليلبس خفين ومن لم يجد إزارا فليلبس سراويل
