The Messenger of Allah ﷺ dispatched the army of Dhat al-Salasil and placed Abu Ubayda in command over the Muhajirun and Amr bin As in command over the bedouins, instructing the two of them, "Cooperate with one another."They had been ordered to launch a raid against Bakr, but Amr set out and raided Qudaa instead, because Bakr were his maternal uncles.Mughira bin Shuba went to Abu Ubayda and said, "The Messenger of Allah ﷺ appointed you over us, yet so-and-so's son has taken charge of the people's affairs, and you have no authority alongside him."Abu Ubayda replied, "The Messenger of Allah ﷺ commanded us to cooperate with one another, so I will obey the Messenger of Allah ﷺ even if Amr disobeys him."

بعث رسول الله ﷺ جيش ذات السلاسل فاستعمل أبا عبيدة على المهاجرين واستعمل عمرو بن العاص على الأعراب فقال لهما تطاوعا قال وكانوا يؤمرون أن يغيروا على بكر فانطلق عمرو فأغار على قضاعة لأن بكرا أخواله فانطلق المغيرة بن شعبة إلى أبي عبيدة فقال إن رسول الله ﷺ استعملك علينا وإن ابن فلان قد ارتبع أمر القوم وليس لك معه أمر فقال أبو عبيدة إن رسول الله ﷺ أمرنا أن نتطاوع فأنا أطيع رسول الله ﷺ وإن عصاه عمرو

Its isnad is daif because it is mursal. Amir is Ibn Shurahil Shaybi Hamdani, a great imam, a trustworthy tabii and an authority, but as we said in 252 he did not meet Umar, so all the more so he did not meet Abu Ubayda. Moreover, he does not narrate here from Abu Ubayda so that the hadith would be a connected but broken musnad, rather he related the story and transmitted it as mursal.Dawud is Ibn Abu Hind, who is trustworthy and firmly established, one of the memorizers of the Basrans. The hadith is in Majma al-Zawaid 6:206, where it says, Ahmad related it and it is mursal, and its narrators are the narrators of the Sahih. "The matter of the people was raised" means he waited to be appointed over them.
